So far, he seems to be running a low-tone campaign sort of like Daddy Bush did against Clinton.
After Daddy lost, an interviewer asked him why he didn't run a more aggressive campaign. Bush responded that he thought, being the incumbent, he had it in the bad and didn't need to mount much of a reelection campaign. [His campaigning did pick up just about 2 weeks before the election, but it was too late.]
Jeb seems to be running similarly -- he seems to think he has the nomination in hand, so no need to run a vigorous campaign at this stage.
